Kansas City Sidewalk Prioritization & Budgeted Prioritization Tool

David was the civic analytics lead and architect for the development of a web-based budgeted-prioritization tool for prioritizing sidewalk investments for Kansas City. This project included the development of a robust needs analysis that included factors relating to equity, health, network connectivity, cost, and the development of pedestrian demand models. This needs analysis was then integrated into a web-based prioritization tool that consisted of an intuitive web form using range slider controls for setting priority index weights, and standard form elements for other input data collection as needed. These sliders when adjusted changed which facilities are prioritized as a heat map, and will also enable a user to see which of the highest priority project units can be purchased given an assumed budget (assumed to be in project year dollars). This enabled planners and stakeholders to dynamically see how their values and budgets interact, and enable project prioritization to be informed by budgetary realities. The tool will also enable users to filter projects within specific value bands so they can see what can be afforded between large impactful projects and small quick wins the community may wish to implement immediately.


Alta’s prioritization analysis was developed in collaboration with Kansas City to identify priority gaps or areas for maintenance.

The Budgeted Prioritization tool makes it possible for Public Works staff to produce lists of sidewalk capital improvement projects that reflect the priorities of Kansas City and residents in each Council District, while meeting the specific requirements and timelines of funding programs that vary in purpose.
