King County Metro Mobility Framework (King County, WA)

David acted as planner and data analytics lead for the King County Metro Transit Mobility Framework. The goal of the mobility framework is to position King County Metro and the region to achieve an integrated, innovative, equitable, and sustainable mobility future. As part of the framework, David developed a comprehensive list of metrics that involved identifying priority populations geographies using spatial statistics and a comprehensive equity index.  These priority populations were then incorporated into a series of transit service scenarios where transit accessibility was evaluated using Pandana & UrbanAccess in the Python programming language. This regional accessibility analysis looked at how transit accessibility varied by time of day for priority populations and the general population. Through the course of the scenario tests, 3 possible service changes to better serve priority populations were evaluated: frequency changes, first-last mile connections to transit, and speed & reliability improvements were all tested for routes serving priority populations. These network evaluations generated metrics and maps that informed the mobility framework and the outcomes it set to achieve.
